AC control

In 1976 GM decided that the vent system wasn't working very well and
made a weak attempt to remedy it. They added an air diverter and plenum
to the lower portion of the dash. It doesn't work that great.
The only thing is this lower diverter only works in AC mode. What I
would like, is to make this diverter function in Heat mode. Then I can
have some floor heat. The AC doesn't work well enough for me to keep the
lower opening for AC. Is there any one who can tell me how to make this
happen?
I think, all I need to do is to figure out which vacuum line opens which
vent and 't' this lower vent to it. Can I do this? The other question I
have would be: How do I remove the vacuum control for this lower vent.?
Any one who has a 76, could you please take a look and help me out here?
It looks to me like I must remove remove the entire heater assembly to
get at the screws. If that is the case, to heck with it. Don't know.
